DEFM410 - Program Appraisal

Course Code: DEFM410 Course ID: 3444 Credit Hours: 3 Level: Undergraduate

This course is designed to develop the basic skills essential to evaluate public programs. Knowledge of the policy process and of research methods are brought together in the execution of an ethical evaluation of how well the processes, and outcomes of a program meet the needs at which the program is targeted. This course will introduce the basic concepts of planning and carrying out an evaluation, the most commonly used analytical tools, and cost-benefit and cost-effectiveness methods. It will also introduce the basic format of evaluation reports.

LO-2 Explain the concept of Tailored Evaluations and the Evaluator-Stakeholder relationship

LO-3 Explain what makes a good appraisal question and specific evaluation queries

LO-4 Define appraisal problems and targets of intervention

LO-5 Define the key features of program validity/feasibility and how to monitor progress

LO-6 Describe how to identify, measure, and monitor program outcomes

LO-7 Explain effects-based appraisal

LO-8 Define the concept and role of “Meta-Analysis”
