Step 1 - Apply for VA Benefits
The first step in applying for Chapter 33 VA benefits is to complete a 22-1990- Application for VA Educational Benefits selecting the Chapter 33 benefit. Forms are available on the VA's Web site at www.GIBill.va.gov, at all Department of Veteran Affairs offices, most active duty military stations and American Embassies in other countries. If possible, please complete the form on the VA’s Web site and print a copy for your records before you submit the form. If you cannot submit the form on the VA’s Web site, please mail the completed application to the VA Regional Office in Buffalo, NY. Again, keep a copy of the application for your records.
If you have already completed a 22-1990 and used your GI Bill before, please complete a 22-1995 - Request for Change of Program or Place of Training and submit to the VA Regional Office in Buffalo, NY.

Step 2 - Receive and Send Certificate of Eligibility
Once the VA has processed your paperwork you will be sent your Certificate of Eligibility. You will need to submit a copy of your Certificate of Eligibility and if submitted to the VA a copy of your 22-1995 to the university. You can either fax, mail, or e-mail your Certificate of Eligibility and 22-1995 if necessary to the university.

Step 3 - Register for Classes
The next step in the process will begin when you receive your Certificate of Eligibility from the VA. At that point, you will need to register for classes selecting the Veterans Benefits (VA) Chapter 33 payment selection. Upon selecting that payment selection, on the next screen you will need to select the correct payment percentage.
Your selection will be compared to your Certificate of Eligibility. Any discrepancies between your selection and your Certificate of Eligibility will delay the processing of your forms. If you are unsure on the percentage of coverage you are eligible for, please review the below chart. (There is a chart for active-duty and a chart for reservists.) The chart lists the percentage of tuition the VA will cover based on year’s served in the military.
Note: if the full tuition of the class is not covered by your Chapter 33 benefits, you will be prompted to select another payment option, in addition with your Chapter 33 benefits, to pay for the class after this submission.

Graduate Students: please be aware that the Chapter 33 – 100% option does not cover the full amount of tuition as our cost per credit hour exceeds the cost per credit hour approved by the VA.
If there are any errors in your registration and your Certificate of Eligibility you will be contacted.
Step 4 - Certification
As long as there are no errors in your payment type and the receipt of any additional payments you will be granted access to your courses. Regular book shipment procedures will apply.
After the drop/add period of the session is complete, our VA Certifying Officials will certify your enrollment to the VA. This will start the payment cycle of your benefits.
American Public University System is proud to be a leading provider of educational opportunities for our military personnel. We strive to maintain a reasonable cost of education for service members and their families. As a result our current tuition and books pricing structure is complete covered by the Post 9-11 GI Bill for undergraduate students. Graduate students only have a small balance to cover per credit hour of enrollment.
At this time, the university is reviewing the Yellow Ribbon Programs for future participation. In the interim, undergraduate costs are complete covered without this program. We continue to offer multiple options for Graduate students to cover their small balance including Federal Student Aid.
