David R. Williams was born July 19, 1953 in Peckville, Pennsylvania. He attended Mansfield State University in Mansfield, Pennsylvania earning a Bachelor of Science Degree in Biology in May, 1975. He earned a Master of Forensic Science Degree from George Washington University, Washington, D.C. in May, 1981.
Mr. Williams began working with he FBI in July, 1976 in the NCIC section in Washington, DC. and in August, 1978 was assigned as a Physical Science Technician in the FBI Laboratory, Explosives Unit. In November, 1979, Mr. Williams attended and successfully completed a four week Explosives Ordinance and Improvised Explosives Devices course at the United States Navy EOD School in Indian Head, Maryland.
Mr. Williams was appointed a Special Agent of the FBI in May, 1982 and thereafter was assigned to the Baltimore Field Office until October, 1982 when he was transferred to the Anniston Alabama Resident Agency in the Birmingham Field Office. In June, 1984 he was assigned to the Boston Field Office.
In December, 1984 he attended a specialized course at the Hazardous Devices School at the Redstone Arsenal in Huntsville, Alabama. In October, 1987, Mr. Williams was assigned to the FBI Laboratory, Explosives Unit in Washington, D.C. were he served as a Supervisory Special Agent, Hazardous Devices and Explosives Examiner.
During his tenure at the Laboratory, he was certified as an Explosives and Hazardous Devices Examiner and as a Toolmark Examiner in the Explosives Unit where he directed bombing crime scene investigations, the forensic examination of evidence recovered in bombing cases and conducted unique research projects related to the field of forensic explosives.
Between January, 1997 and February, 1998, he was assigned to the Washington Field Office to assist in the construction of a new bomb blast proof FBI Field Office.
In August, 1998, Special Agent Williams attended and successfully completed a five week specialized course in Weapons of Mass Destruction at the Redstone Arsenal in Huntsville, Alabama.
Mr. Williams supervised and was the principal FBI Laboratory Examiner in the bombing of the World Trade Center, New York; the bombing of the Alfred P. Murrah Federal Building in Oklahoma City; the bombing of a French owned DC-10, UTA Flight 772 in Chad, Africa, and the accident investigation aboard the USS Iowa. He also participated at the crime scene following the bombing aboard Pan Am Flight 103 over Lockerbie, Scotland; the UNABOMB investigation and many others.
Mr. Williams had been assigned to the FBI Baltimore Field Office since February, 1998 and retired August 29, 2003 as the Senior Special Agent Bomb Technician(SABT) for both Maryland and Delaware. As the Senior SABT he would respond to explosive devices and hazardous materials, conduct training for state, local and federal law enforcement agencies and conduct investigations regarding bombings and terrorism incidents.
Since retirement, Mr. Williams has established the International Counter Terrorism Consulting Group, L.L.C., Harwood, Maryland, a consulting team in the field of Explosives Technology, Counter Terrorism and Organizational and Structural Vulnerability Assessments, and training in the fields of Pre-blast and Post-blast Weapon of Mass Destruction incidents.
