
Dr. Robb retired in 2004 as a special agent for the Office of Investigations, U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (formerly the U.S. Customs Service). He has over 32 years of government experience, including U.S. Marine Corps service, and over 25 years in federal agent positions. He has Customs investigative training and experience in narcotics trafficking, money laundering, smuggling, fraud, child exploitation, and strategic export. He worked for more than 7 years as a special agent with what is now the Naval Criminal Investigative Service, investigating the full range of crimes against persons and property. He served in Vietnam in the enlisted ranks, and later as an officer assigned military police duties.
While in Customs, Dr. Robb was responsible for creation of the technical surveillance countermeasures program within Customs, as well as writing/editing the physical security handbook used by the Customs for more than 10 years. Positions held included regional program manager within the Office of Internal Affairs, Southwest Regional Organized Crime and Drug Enforcement Task Force Coordinator, and coordinator for a joint drug intelligence group under Federal Bureau of Investigation leadership. Collateral assignments included firearms instructor, defensive tactics instructor, fitness coordinator, and tactical team member. Citations included the International Narcotic Enforcement Officers Association Medal of Valor, and the Federal Law Enforcement Officers Association Bravery Award.
Dr. Robb's post-retirement efforts have revolved around volunteer work, to include being a Representative for Project ALERT (America’s Law Enforcement Retiree Team), a program of the National Center for Missing and Exploited Children, and being an Executive Officer on the Board of The Auxiliary to Texas Children's Hospital.
Dr. Robb holds certification as a peace officer and forensic hypnotist through the Texas Commission on Law Enforcement. He has completed the series of criminal profiling (CP) courses offered by Forensic Solutions, LLP (CP, Advanced CP, and Applied CP I, II, and III), taught by Brent Turvey, author of a criminal profiling text, a private practice forensic scientist, and criminal profiler; and Dr. Robb has passed the Profiling General Knowledge Examination of the Academy of Behavioral Profiling.
Dr. Robb received his Bachelor of Science degree in Criminal Justice from the University of Nebraska at Omaha, his Master of Science degree in Management from National-Louis University, and his Doctor of Philosophy in Human Services (Criminal Justice Specialization) from Walden University, where he was a Public Service Fellow.
