Elisabeth Chaves holds a Ph.D. in Planning, Governance and Globalization from Virginia Tech, a J.D. from the University of San Diego School of Law, a Master's in Urban and Regional Planning from Virginia Tech, and a B.A. in International Affairs from the University of Mary Washington.
