
Kevin Taylor currently serves as Director of Emergency Services for the city of Beckley, West Virginia, a position he assumed in January 2012. Prior to taking on this role, he served as chief of the Beckley Fire Department, a position he held for eight years. During his more than 30-year career within the emergency services profession, he has sought to adapt to the many challenges facing this ever-changing field through various educational and training offerings. Kevin earned a M.A. in Security Studies from the Naval Postgraduate School’s Center for Homeland Defense and Security, a M.S. in Adult and Technical Education from Marshall University, as well as a B.S. in Organizational Leadership from Mountain State University. In addition, he is a graduate of the National Fire Academy’s Executive Fire Officer Program. Kevin is also designated as a Certified Emergency Manager (CEM) through the International Association of Emergency Managers and a Certified Business Continuity Professional (CBCP) through Disaster Recovery Institute International.
Kevin is intimately involved with a number of efforts involving both the public and private sectors. He regularly teaches classes dealing with the various aspects of the National Incident Management System, all four levels of the Incident Command System, and plans and directs exercise-training efforts in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. In 2009, he formulated the Southern WV Preparedness Partnership and currently serves as its chairperson. This joint venture brings together representatives from local government, the business community, emergency responders and non-governmental organizations in order to heighten his community’s level of awareness, preparedness and resiliency.
