Linda Allen has a broad background in environmental engineering, management, and policy, with over twenty years of professional experience working in the areas of pollution prevention, solid waste management, potable water treatment, wastewater treatment, and natural resources management and conservation in the U.S. and abroad. The majority of her work experience has focused on water quality management issues.
Dr. Allen currently works for the New England Interstate Water Pollution Control Commission on water quality management issues in the greater New York City metropolitan area. Before coming to NEIWPCC, Dr. Allen worked for U.S. Department of State and was based in Baghdad from 2005 to 2008, where she was a senior advisor responsible for managing the U.S. funded $2.3 billion reconstruction program for the water sector in Iraq. Prior to working in Baghdad, Dr. Allen held a two-year appointment as an AAAS Diplomacy Fellow at the U.S. Department of State in Washington, D.C. where she handled all the environmental, scientific, technology, and health policy issues for the Western Hemisphere region. Dr. Allen has also held positions with the Border Environment Cooperation Commission, International Boundary and Water Commission, United Nations, state and local governments, non-governmental organizations, consultants, and private industry.
Dr. Allen received a Ph.D. in public policy and M.P.A. from Indiana University, a M.B.A. and M.S. in environmental engineering from University of California at Davis, and a B.S. in mechanical engineering from Syracuse University. She is a registered professional engineer in mechanical engineering and civil engineering, a Project Management Professional, and a Qualified Environmental Professional.
