Dr. Hogan comes to the American Public University System as an adjunct faculty member from a 23-year career as a Naval Intelligence Officer. Dr. Hogan earned her Baccalaureate Degree in History/Government from Colombia College; a Master’s Degree in Political Science from Stanford University, and a Doctor of Philosophy Degree in International Relations from Georgetown University. Her dissertation focused on water-sharing agreements between riparian countries in the integrated water basins of the Indus, Jordan, and Senegal Rivers.
Dr. Hogan served as Faculty Member and Executive Officer to the President of the Joint Military Intelligence College (now National Defense Intelligence College) from 1996 – 1999. She developed several new courses for the undergraduate program, including “Strategic Intelligence”, “The Literature of Intelligence”, “Intelligence in Joint Military Operations”, and taught “Thesis Writing” (a two quarter course) at the graduate level. She also chaired four Master’s Thesis Committees, two of which were nominated for the MSSI Thesis of the Year, and served as a member on several other committees.
Prior to her time at the Joint Military Intelligence College, Dr. Hogan served as the Head of Analysis, Caribbean Division for the J2 at US Atlantic Command, Norfolk, Virginia. Her division provided intelligence analysis, imagery support, and ground order of battle intelligence to operational commanders in support of Operation Uphold Democracy, the US’ 1994 intervention into Haiti, and the US' follow on support to the UN Mission in Haiti (UNMIH)after March 1995.
CDR Hogan’s last three assignments in the Navy focused on afloat intelligence support. She served on the Carrier Group Eight staff (embarked on the USS Theodore Roosevelt (USS-71)) as the assistant intelligence officer on the Flag staff. In 2001, she rotated ashore to US Navy Air Forces Atlantic (AIRLANT) where she served as the intelligence systems officer. She managed acquisition, testing at sea, and configuration management for over 25 afloat intelligence systems for the carrier fleet. For her last assignment, CDR Hogan brought the USS Dwight D. Eisenhower (USS-69) out of a five year overhaul period equipped with state-of-the art intelligence systems. As the Senior Intelligence Officer, she led a division of over 120 intelligence and cryptologic personnel in workups with the Battle Group and Air Wing in preparations for the "Ike's" deployment in 2006.
Since her retirement from the Navy, Dr. Hogan has translated hobbies into two businesses in the mountains of western North Carolina: a design firm which offers custom cabinetry, regional art, furniture, and accessories for the home; and a bicycle shop that she co-owns with her husband, John. Their son, Galen, lives and works in Charlotte. Dr. Hogan spends her spare time reading, gardening, cycling and running, and taking care of too many animals to name.
