
Jim Smith has his PhD in Environmental Design and Planning from Virginia Tech and worked in environmental regulation 1977-1999. He is a Professional Engineer and a graduate with distinction from the Naval War College. Jim continues active research in the area of the coordination between airports and emergency management agencies regarding preparedness for and recovery from catastrophes. More than 20 of his research papers have been published. He serves on national committees for the American Society of Civil Engineers, its Committee on Critical Infrastructure, the American Association of Airport Executives, and the International Association of Emergency Managers. He is currently serving as a member of the Los Angeles Mayor's Blue Ribbon Panel on Security and Emergency Management at LAX Airport. He is the principal investigator of the Airport Cooperative Research Program's project 04-10, Airport-to-Airport Mutual Aid. He often speaks at airport and aviation conferences and will be the keynote speaker at the joint International Association of Emergency Managers-INTER Airport Conference in Munich in October 2011. Jim was the recipient of APUS ‘s Faculty Research Grants in 2007, 2008, 2009, and 2010.
Jim has been on the APUS’s full-time faculty since January 2004 and has taught for APUS since January 2000. He teaches EDMG540 (Research Methods in Emergency & Disaster Management), EDMG502 (Emergency & Disaster Theory), EDMG515 (Hazard Mitigation & Resilient Communities), EDMG611 (Case Analysis: Crisis and Disaser), EDMG699 (Capstone Option), and COLL100, which is the main introductory course for all new APUS undergraduates. He has also been active in various university committees and working groups.
Jim lives near the Blue Ridge Parkway in Floyd County, Virginia, and spends summers at his house on the shore on St. Mary's Bay, Newfoundland.
