Stephen C Prier

Professor Prier served over 30 years in law enforcement and as an Emergency Manager, including 22 years on Active Duty in the US Air Force. He was appointed from 2001 to 2010 as the U.S. delegate to Headquarters North Atlantic Treaty Organization CBRN councils and working groups. Mr. Prier is a founding member of the multinational Air and Space Interoperability Council, and of the Multi-service CBRN/WMD Doctrine Development Council, the NATO Doctrine and Terminology Panel, and the NATO CBRN Communications Information System Warning and Reporting Panel.

Mr. Prier is the author of the 2004 and 2009 editions of the US Air Force’s Airman’s Manual and two NATO Standardization Agreements. He authored numerous Air Force policy directives, instructions, manuals, and other emergency management and all-hazards guidance publications.

He completed an M.S. in Emergency Management from Jacksonville State University; a B.S. in Emergency Management with a Minor in Homeland Security from the Institute of Emergency Preparedness. His real-world emergency response and recovery support operations include leading BP resourcing along the Florida Coast in Summer 2010; recovery operations for 4 Florida hurricanes, and too many Pacific typhoons; the Mount Pinatubo Volcano; 3 aircraft crashes; and a 40,000 Barrel JP-4 Fuel Tank Explosion (South Korea). Stephen has developed lessons-learned from these and other operations on numerous websites and in publications since 1986.

Professor Prier is a member of the International Association of Emergency Managers (IAEM), including two IAEM Caucuses, the Public-Private Partnership Caucus and the Faith-Based Organizations Caucus. He is a member of the US Army Chemical Corps Regimental Association (CCRA) and has been awarded the CCRA’s Honorable Order of the Dragon. Also, he is active in the Society of American Military Engineers, and provided advisory services in the development of publications and training for consequence management, weapons of mass destruction, and CBRN operations.

Stephen is currently President of Aktarius Technical Services LLC, which provides advisory and assistance support services for State and Federal government agencies. He teaches with American Military University in the Emergency and Disaster Management and Homeland Security programs.
