I am retired Army with assignments in mechanized, armor, basic training, and Ranger units, 82nd Abn [First Gulf War] and Army G3 Special Operations Division. In my post-retirement work I have worked overseas in Bosnia-Hercegovina, Nigeria, Liberia, Kenya, Uganda, Sudan, Somalia, Czech Republic and across the Middle East. I have worked extensively in the first responder and Homeland Security world in my post-retirement period. Below are highlights of a couple of these efforts.
I worked at L-3 MPRI for over 3 years as Director of Operations for Emergency Management and Security Solutions. I directed operations and was principal coordinator and developer of operational solutions for Consequence Management and C2 challenges dealing with Weapons of Mass Destruction [WMD], terrorist or natural catastrophe events and exercises with principal support to South Carolina, Georgia, and Florida. I also developed studies for Continuity of Operations [COOP] and Continuity of Government [CoG] for FEMA and state emergency management leadership.
I overwatched efforts of L3 team members working in the South Carolina Law Enforcement Division [SLED] Fusion Center to enhance intelligence gathering, cooperation and collaboration between and among fire, police and medical support personnel across the state and with federal agencies.
I was the Project Manager for a Department of Commerce directed study to develop an Integrated Emergency Management System [IEMS] for the Central Bohemia Region of the Czech Republic [CZ]. This effort required me to assemble a team of first responders, technical and engineering subject matter experts in America and conduct several visits to CZ to study their current state, coordinate and develop an IEMS with my team, and then present those options to the Bohemian leadership and Department of Commerce.
I also worked several years with Northrop-Grumman as an exercise developer for emerging WMD threats and Civil Support Team [CST] training. In this effort I coordinated interagency opportunities between FEMA, DOJ, and state/national guard elements in VA, PA, NY, NC, SC, and GA.
