Miranda G Jolicoeur

Professor Miranda Jolicoeur received her JD from American University’s Washington College of Law and her MA in International Affairs from American University’s School of International Service in Washington, DC. She received her BA, magna cum laude, in International Relations from Roanoke College in Salem, VA.

Professor Jolicoeur specializes in rule of law and human rights. She is an Associate Professor at APUS in the International Studies Department.

Professor Jolicoeur is also a Crisis, Stabilization and Governance Foreign Service Officer at U.S. Agency for International Development (USAID), where she works on a variety of democracy and governance issues. Prior to that she worked for an international development contractor at the the U.S. Department of Justice's National Institute of Justice International Center working in the area of international rule of law. She worked on projects related to wrongful convictions, trafficking in persons, access to justice, and indigent defense.

From 2006-2008, she worked extensively on human trafficking issues as a Dean’s Fellow for human trafficking expert Janie Chuang, an Assistant Professor of Law at American University. Before this time, she worked as a Research Associate for the Public International Law and Policy Group where she worked with clients in Sri Lanka and Bosnia. In the summer of 2006, she co-developed a legal training program in Rwanda for rural women. Prior to her time in Washington, DC, she taught English in Daegu and Busan, South Korea.

Ms. Jolicoeur has traveled extensively throughout the world and has resided in Rwanda, South Korea, and India. She is originally from Rhode Island and currently resides in Washington, D.C. She enjoys traveling, hiking, adventure sports, reading, writing, cooking, and running.
