Dr. Bundy is currently a Program Manager with the Department of the Navy, and runs the Explosive Ordnance Disposal/Low Intensity Conflict (EOD/LIC) Program and Improvised Devices Defeat (IDD) Subgroup for the Combating Terrorism Technical Support Office (CTTSO) in Arlington Virginia. Prior to working for the CTTSO, his work as a government contractor focused on the counter-improvised explosive device (C-IED) effort, and programs related to Explosive Ordnance Disposal (EOD) and counterterrorism. These assignments included Science and Technology Liaison for the Department of Homeland Security’s Explosives Science and Technology Division; providing analytical support to the US Army Asymmetric Warfare Office’s Improvised Explosive Devices Defeat Division; creation of a networked approach for the visualization of terrorist chain-of-events leading up to the detonation of person- and vehicle-borne improvised explosive devices; development of a common framework for assessing dissimilar efforts regarding C-IED research programs and technologies; and preliminary design work for a computer-based systems dynamic model for prediction of IED events. In addition, Dr. Bundy has performed post-independent analysis work on the future Joint EOD programs for the J-8 Protection Assessment Division; development of a counter-IED technology assessment methodology for the Office of Naval Research; and scenario development for exercises such as the U.S. Army Chemical Materials Agency’s Consequence Incident Management Exercise 2006 (CIMX 06).
Dr. Bundy is a former US military Master Explosive Ordnance Disposal Technician, and has operational experience conducting not only emergency response operations to conventional, and improvised explosive devices incidents, but chemical and biological response operations as well in both military and civilian environments. Dr. Bundy has served as a Team Leader for a Special Improvised Explosive Device (SIED) unit responsible for access to and disablement of improvised nuclear devices and other potential weapons of mass destruction, and was assigned for a time to the U.S. Navy’s Explosive Ordnance Disposal School, where he was responsible for the initial certification of EOD instructors, and development of curricula. During this period he also conducted classroom and practical area instruction for future bomb disposal personnel in response to, and mitigation of incidents involving chemical and biological warfare agents, as well as the destruction of munitions containing such materials.
In addition to his military background, Dr. Bundy has worked extensively with the US first responder community. He has served as an instructor for the Department of Homeland Security’s (DHS) Office of Domestic Preparedness (ODP) at such facilities as the Center for Domestic Preparedness (CDP), and the National Emergency Response and Rescue Training Center (NERRTC), sharing his expertise in matters related to chemical, biological, radiological, nuclear, and explosive (CBRNE) response, as well as the identification and characterization of agents and materials. Dr. Bundy also served as Director of the National Homeland Security Training Center, which provided tailored scenario-based training for the military, federal organizations, and first responder communities from across the US in crisis and consequence management of terrorist related incidents, and CBRNE response operations. During this time he worked extensively with public safety bomb technicians, helping them refine their tactics techniques and procedures related to suicide bombers and large vehicle bombs through extremely realistic and demanding scenario-based exercises.
